Development completion readiness checklist

A restart needs a credible path to completion. This working checklist helps developers and lenders connect the physical scope to approvals, ownership, funding and delivery commitments.

Build the critical path before the sales story

Identify the dependencies between utilities, access, inspections and home delivery. Assign an accountable owner to each milestone. Track permit conditions and acceptance requirements alongside the construction schedule.

Test funding against remaining work

Separate sunk costs from the work still required. Reconcile contractor scope, quantities, contingency and funding availability. Model slower sales and schedule delays so that completion does not depend on an optimistic absorption forecast.

Make evidence fit the claim

Distinguish an address-level resale from a community median and a gross closing total from profit. Have counsel assess whether federal land-sales registration, disclosure provisions or exemptions apply to the actual offering.
