The work extended beyond home sales: horizontal completion, utilities, federal land-sales processes, governance systems, preservation, amenities, branding and absorption were managed as one connected development program.

Phases III, V and VII

Formerly stalled mapped phases—including Phase V-B—were carried through horizontal-development work into improved, serviced inventory. The program finished roads, utility coordination and other infrastructure needed to move the phases beyond paper plans.

Power and utility completion

The development team coordinated horizontal boring and electrical installation across active development areas. Public project updates document power becoming live on Big Bull and installation continuing throughout the community.

ILSA-focused compliance

The team addressed inherited registration, disclosure and closing requirements under the Interstate Land Sales Full Disclosure Act (ILSA). The objective was a documented, repeatable process for marketing and closing non-exempt inventory—not a shortcut around federal requirements.

Owner-managed association systems

The operating assignment required navigation of an owner-managed association, incomplete historical records, reserve needs, entity authority and transition questions. An independent third-party forensic financial review was commissioned for the membership to establish a stronger factual baseline.

Archaeological stewardship

Development work incorporated archaeological-site coordination and preservation around the community's Yamasee history. Public coverage documents a first-of-its-kind dialogue with Yamasee representatives and the preservation significance of thousands of recovered artifacts.

Amenities and common areas

The team initiated needed maintenance and improvement work across the amenity program and common areas, supporting the clubhouse, waterfront access, recreation, roads and the overall arrival experience.

Brand, website and sales platform

A unified brand, website, digital-content and sales plan repositioned Bull Point as a complete Lowcountry waterfront community. New custom-home activity and public market updates restored visible momentum.

One-day market relaunch

The development sales record documents more than 50 sales during a single-day release. The event converted stalled inventory into market activity, established new price discovery and helped reset buyer confidence.

Market recognition and transition.

Bull Point received 2018 Waterfront Community of the Year recognition during the relaunch period. The completed work, restored market activity and renewed custom-home pipeline supported the later transition of remaining development rights in 2021.
